My understanding is that they're required to broadcast the "major networks" over QAM, tho not required to do it in HD. The #QuitCable thing is more "stop paying $161/mo for something I barely use but sometimes need" and less "sever all ties w/ Time Warner" (i'll still be paying for internet thru them).
